The steering commitee
Chaired by the representative of the Ministry of Economy (Directorate General of Treasury), he assembled the following institutions:

- the Ministry of Foreign and European Affairs
- the Ministry of Ecology, Energy, Sustainable Development and the Sea
- the Ministry of Higher Education and Research
- the French Development Agency, which is also responsible for managing the FFEM.
At meetings for several years, the committee will decide on:
- general policy guidelines FFEM particular geographical areas of intervention,
- identification cards after the Committee for Scientific and Technical
- evaluation reports,
- the commitment of project funding
- secretariat budget.
He appoints the members of the scientific and technical committee.
