The project cycle
Project stages are as follows :
- Pre-identification : member institution - secretariat - promoter.
- Identification
- Preparation of an identification note by one of the institutional partners, with the potential beneficiary;
- Support to note preparation and formatting by the FGEF secretariat;
- Verification of project eligibility by the FGEF secretariat;
- Opinions given of the scientific and technical committee and the FGEF secretariat;
- Authorization from the steering committee to launch ex-ante project appraisal.
- Ex-ante appraisal
- Detailed definition of the technical, economic and institutional conditions for project implementation and of the points for application of funds on the basis of project'sfeasibility, logical framework and presentation project
- Commitment
- Approval of the project by the steering committee, opinions given by the CST and the Secretariat;
- Authorization from the Secretariat to commit the corresponding funds.
- Implementation
- Signature of the financing agreement with the beneficiary;
- Implementation of the project by the beneficiary;
- Monitoring and supervision by the French institution, supported by the Secretariat;
- mid-term assessment if required;
- Management of funds by the AFD.
- Report on project completion
- Ex-post evaluation
- Assessemnt of results and impacts after project completion;
- Communication to third parties (CD, brochure, etc.)
- Capitalisation (retrospective assessements, documentation and seminars).
Communication on the project after completion or after ex-post evaluation is carried out by the member institution with support from the Secretariat and/or the beneficiary partners. Cmmunication may focus on a group of projects relating to a common topic or geographical area.
