The project cycle

The 9 key stages in the FGEF project cycle

1. Pre-identification

  • Summary description of project characteristics: context, objectives, partners and costs. The summary is submitted by one of the five member institutions of the FGEF steering committee;
  • Selection of 12 project summaries and presentation reports by the secretariat in consultation with the five institutional partners. These pre-identified summaries and reports are examined during the 3 annual meetings of the steering committee.

2. Project identification document

  • Project identification document drawn up by one of the institutional partners with the potential beneficiaries 
  • Verification of project eligibility by the secretariat 
  • Opinions from the scientific and technical committee and the secretariat 
  • Identification document examined by the steering committee 
  • Documents drawn up to standard FGEF format with secretariat support  
  • If approved, go-ahead from the steering committee to process the project, allocate a grant amount and, if applicable, finance a feasibility study.

3. Ex-ante project assessment

  • Ex-ante project feasibility study, detailing the technical, economic and institutional conditions of project implementation and target activities for financing based on the project’s feasibility and logical framework; 
  • Project presentation report drawn up for the steering committee;
  • Report drawn up to standard FGEF format with secretariat support.

4. Commitment of funds

  • Examination of the project presentation report by the steering committee;
  • Approval of the project by the steering committee, opinions from the scientific and technical committee and secretariat during the meeting;
  • Authorisation from the secretariat to commit the corresponding funds;
  • Preparation of the financing agreement between the secretariat and beneficiary;
  • Financing agreement signed by the AFD, as the FGEF management body, and the beneficiary.

5. Project implementation

  • Project implemented by the grant beneficiary;
  • Monitoring and supervision by the institutional partner with secretariat support;
  • Regular technical and financial progress reports drawn up by the beneficiary;
  • Mid-term assessment if provided for.

6. Completion report

  • Completion report drawn up by the grant beneficiary

7. Post-evaluation

  • étude d'impact du projet après réalisation            

8. Capitalisation

  • Evaluations rétrospectives
  • Conférences et séminaires

9. Communication

  • Communication sur la réalisation du projet ou rapport d'évaluation par le partenaire institutionnel, avec l'aide du Secretariat et/ou du bénéficiaire     
  • Communication : publications, CDs, films, etc.
  • Ces supports peuvent se rapporter à un seul ou à plusieurs projets relevant d'un même domaine d'intervention ou d'une aire géographique identique
