The building sector accounts for a third of global energy consumption. The FFEM is taking part in an international initiative to provide appropriate, coordinated and systematic funding tools in around ten developing countries, with a view to improving the sector’s energy performance and reducing its carbon emissions.
Context
Despite accounting for over 50% of the world’s electricity consumption and 15% of global greenhouse gas emissions, the building sector only draws on a very small share of climate investments, particularly in Global South nations. With a view to helping limit temperature increases to 2°C by 2100, investment in green infrastructures must increase sevenfold, with 65% allocated to financing energy efficiency.
Supported by the FFEM, the Programme for Energy Efficiency in Buildings (PEEB) is an international initiative mobilising financing for energy efficiency in large-scale building projects.
Description
The project has three main components:
- The institutional launch of the project, which should enable the conclusion of the partnership and provision of financing.
- Coordinating the initial roll-out of the project and generating €13.3 million in additional grants.
- Expanding the scope of the project by including new geographical areas, amending eligibility criteria, earmarking financing for one type of building and modifying systems for providing subsidies.
Outcomes
- Facilitating technical cooperation to promote innovative financing solutions at international level, support for national public policies and assistance with structuring and supporting projects
- Mobilising public and private institutional investors at local and international level
- Creating and nurturing synergies between various key international agencies operating in the building sector
- Implementing projects for energy efficiency in buildings at a total cost of around €400 million
Innovative & exemplary character
The PEEB is an unprecedented, innovative initiative coordinating stakeholders and financial institutions to provide an international system financing energy efficiency in large-scale building projects. As such, it provides a structured response to the challenges of combating climate change and helping to operationalise countries’ commitments in this key sector. The combined loans and grants, and translating technical cooperation into a continuum of actions at local and international level, enhance coordination and further the dissemination of solutions.
