Support Program for the Development of Low-Carbon and Climate-Resilient Development Strategies

Developing countries do not have quantified emission reduction obligations under the Kyoto Protocol. The Copenhagen and Cancún Agreements emphasize the need for all countries to move towards a low-carbon development model through the operational implementation of actions (NAMAs for developing countries), following a comprehensive and integrated approach.
Local populations support these actions, as they contribute to improving their living conditions and access to energy.

The project is divided into four components:

• Precisely identify the country’s current status and the objectives it can set in this initial step toward a low-carbon and climate-resilient development strategy, with support primarily focused on establishing a strong institutional framework;
• Define the targets to be achieved and the resources to be mobilized from development partners operating in the country on these topics;
• While the first two phases focus on institutional structuring, mission definition, and work program design, this third phase involves implementing the predefined technical assistance or capacity-building programs;
• A capitalization phase, aimed at consolidating lessons learned and sharing knowledge.
   

• Propose an approach based on multi-stakeholder and multi-level (national / decentralized) interventions, fostering replicability both within the target countries and across other countries.
• Promote the emergence of climate champions to enable target institutions to effectively and sustainably integrate the associated costs and opportunities of climate change action.
