Building on four previous phases of the program, PPI3 supports African Civil Society Organizations by both funding small-scale, concrete field projects focused on biodiversity conservation and climate change mitigation — projects that directly benefit local communities — and by strengthening the capacities and influence of African civil society on these environmental issues.
Context
The Small Initiatives Program (PPI) was launched at the end of 2006 and has undergone two successive phases.
Evaluations of these two phases have shown that the PPI contributes significantly to strengthening civil society in the target countries, particularly by supporting small, emerging national NGOs. This third, two-year phase continues the program while introducing several improvements.
Description
The PPI3 program is organized over two years and structured around four components:
- Capacity building for civil society
The goal is to strengthen the capacities of national NGOs in five priority countries in West and Central Africa (West Africa: Burkina Faso, Ghana, Togo / Central Africa: Cameroon, Democratic Republic of Congo). This includes support in project formulation and close technical guidance during implementation. It also involves creating a network of qualified national experts and facilitating exchanges among NGOs to assess their actions and engage in dialogue on public policies at both national and regional levels. - Selection, funding, monitoring, and control of local projects
This component ensures the support and monitoring of 40 field projects, through launching calls for proposals, pre-selecting and selecting the best projects, managing the financial and administrative aspects of grants to beneficiaries, and supervising the implementation and overall performance of both individual projects and the program. - Implementation of local projects by civil society actors
The objective is to launch at least 40 new small-scale projects — including 24 in the five priority countries — primarily led by national and regional NGOs. - Visibility of the PPI program and preparation of PPI4
The program’s visibility is promoted through regular updates to the FFEM website, as well as through the production of media content including press articles, radio shows, and television broadcasts.
Outcomes
- Strengthening and empowering national civil society actors
The aim is to build the capacity of national civil society organizations so they can take effective action in the fields of biodiversity conservation and climate change mitigation, while also contributing to national policy dialogue and development in these areas. - Implementation of concrete projects by civil society actors
These projects are carried out by civil society organizations in West and Central Africa and in Madagascar, and address key global environmental challenges: biodiversity protection and climate change mitigation. - Enhancing the visibility of the PPI and its projects
The program ensures strong visibility for the PPI and its initiatives — in France, in the countries of implementation, and internationally — with the long-term goal of expanding the number of funding partners to support its continuation.
